Rachel Walker is a character introduced in Dynasties on Earth D. Focused and spunky, she is the younger daughter of the Phantom's first wife, Jade Walker, and an undisclosed father. 

Rachel was conceived shortly before Jade was incarcerated for treason and divorced from the Phantom. Due to her mother's imprisonment, and her unknown father's disappearance, Rachel was placed into foster care, though Jade asked a friend to keep an eye on the child. The Phantom was not aware of Rachel's birth until Jade was released years later.

An athlete during her youth, Rachel eventually learned of the Walker family's heroic legacy and opted to join federal law-enforcement agencies, also working as a sought-after mercenary on occasion. She later revealed herself to the Phantom, bonded with his daughter Jedda, and teamed briefly with Defenders on missions.
